What Is ISO 22716 for Cosmetics?

Quick Answer: ISO 22716 is an international cosmetics good manufacturing practice guideline. It provides a framework for managing product quality during production, control, storage and shipment. For a brand, the useful question is how a manufacturer applies that framework to the actual site, processes and product batches. A certificate alone does not establish that every SKU is compliant in every destination market.

Which ISO 22716 edition is current?

The NSAI national standards catalogue, checked on 28 October 2026, lists I.S. EN ISO 22716:2007 as current and identifies its relationship to ISO 22716:2007, corrected version of 15 May 2008. The record does not list a separate amendment. Use the complete reference rather than inventing a new edition year from a supplier’s recent review date.

Record the full reference in supplier specifications and quality agreements. If a supplier cites a differently dated national adoption, ask for the relationship to the international publication and the actual document used. Purchase or obtain authorised access to the full standard for implementation. This article explains public scope and practical project planning; it does not reproduce the standard or replace a clause-by-clause assessment.

Set the boundary before writing procedures

The BSI public scope preview describes cosmetic product quality across manufacture and associated control, storage and shipment. It excludes research and development and finished-product distribution, and does not comprehensively address worker safety or environmental protection. These boundaries prevent a manufacturing claim from being stretched across an entire business.

Make a site and activity map. Identify where bulk is made, where filling occurs, where samples are tested and where released stock waits for dispatch. A sales office address tells a buyer little about these activities. Ask which locations and outsourced operations the manufacturer actually includes in its implementation and how the interfaces are controlled.

Keep related obligations assigned even when they fall outside that boundary. Formulation development needs a technical process; occupational safety needs its own competent management; transport and distribution need suitable agreements. An exclusion from one standard does not remove the need to manage an activity under relevant law or contract.

Turn the framework into an implementation project

Start with an authorised copy of the standard and a named project owner who understands the plant. Compare existing ways of working against the text, record gaps and assign responsible people. Prioritise gaps that can affect product identity, contamination prevention, quality decisions or traceability. The examples below are practical implementation suggestions, rather than a claim that the public abstract specifies particular forms, frequencies or numerical limits.

Map one real product from incoming materials to dispatch. Observe what operators do and compare it with written instructions. A document that describes an idealised process is less useful than a controlled instruction that people can follow with the available equipment. Resolve differences through an approved revision and training, then check that the revised method is being used.

Give each action a completion condition. For example, updating a cleaning instruction should also identify the affected equipment, responsible role, training evidence and method of checking use. Avoid declaring a gap closed merely because a template has been uploaded. Schedule work around production realities and confirm that temporary controls remain understandable until permanent changes are complete.

Build records that follow the commercial batch

Use consistent identifiers for raw materials, bulk, packaging and finished stock. Establish how the batch record relates to the formula revision, manufacturing instruction, equipment and quality results. The practical objective is that another competent person can reconstruct what happened without relying entirely on an operator’s memory.

Consider a moisturiser made as one bulk batch and filled into two jar sizes on different days. The record should allow the business to connect each finished lot to the relevant bulk and packaging history, while retaining the distinction between filling events. If a packaging issue affects only one size, this structure helps the investigation define the affected stock. It does not predetermine the final safety or recall decision.

A certificate of analysis is one part of this evidence. Ask who authorised the results, what sample was tested and what specification was applied. Resolve unexplained differences in product names, lot codes or revision dates. A polished report is difficult to use if it cannot be reliably connected to the stock in the warehouse.

Assign manufacturer and brand responsibilities explicitly

The manufacturer manages its manufacturing operations and supplies accurate site, process and batch information. The brand should provide a clear product brief, destination markets, approved claims and packaging decisions. Depending on the market and business model, an importer or responsible person may have legal duties that a manufacturing agreement cannot simply erase.

Use the quality agreement to define document access, confidentiality, release communication, change notification, complaint investigation and escalation contacts. Ask the OEM/ODM manufacturer to explain which records can be shared routinely and which require controlled access. Resolve this before a commercial dispute or urgent investigation makes access time critical.

Agree who reviews a proposed change in raw material, supplier, process, equipment, site or packaging. The factory should describe the technical difference and supporting evidence; the brand and relevant local operator should assess effects on the marketed product and destination obligations. A purchasing approval alone may not address formula assessment, pack compatibility or a market filing.

Read certification claims with their actual scope

ISO explains that it does not certify organisations or issue certificates. Certification services come from independent bodies. If a manufacturer supplies a certificate, verify the issuer, site address, stated activities, standard reference, validity and any exclusions. Ask the issuer how to confirm authenticity when the record is unclear.

Match the document to the work you are buying. A certificate concerning one site does not automatically describe another filling location, and an expired document does not establish current status. Distinguish a supplier’s implementation statement, a customer assessment report and third-party certification evidence. Each can inform due diligence, but the evidence and scope differ.

This article makes no claim that MOOYAM or any named manufacturer holds ISO 22716 certification. For a real sourcing decision, review the current documents supplied for the proposed manufacturing site and contractual activities. Avoid placing an ISO logo or an unsupported certification assertion on a product or promotional page.

Connect GMP to destination-market readiness

The European Commission’s cosmetics harmonised-standards page lists EN ISO 22716:2007 under Regulation (EC) No 1223/2009. This is a specific regulatory context. It should not be converted into a promise that an ISO-related document grants universal approval to sell cosmetics.

Plan destination review alongside manufacturing implementation. Ingredient restrictions, product safety assessment, responsible local roles, notifications, labels and advertising need their applicable market checks. The necessary evidence depends on the product and jurisdiction. Our guide to documents for cosmetic exports to the Middle East helps organise another regional document conversation, while local specialists should confirm the actual destination requirements.

Keep the two project questions visible: can the manufacturer consistently make and control the agreed product, and can the specific product lawfully enter its intended market? If technical coordination is needed, contact the project team with the SKU, manufacturing location, destination and unresolved evidence questions. A precise brief makes the next review more productive.

Frequently asked questions

Is ISO 22716:2022 the current edition?

The national standards catalogue checked for this article lists the 2007 adoption as current and references the corrected 2008 ISO text. A review date is not automatically a new edition year. Recheck the catalogue when updating a supplier specification.

Does ISO itself issue a factory certificate?

No. ISO develops standards and does not issue certification. Check any independent certificate with the stated issuer and match its site and activities to the proposed work.

Does ISO 22716 cover formulation development?

Research and development is excluded from the public scope. Agree how an approved development formula and supporting information transfer into controlled commercial manufacturing.

What should a brand request beyond a certificate?

Ask for the actual site and activity scope, quality agreement, document access arrangement, traceability explanation and relevant batch release evidence. The depth of review should reflect the product and sourcing risk.

Does conformity allow a cosmetic to sell everywhere?

No. Manufacturing practice supports quality, but destination-specific product safety, composition, local roles, labelling, claims and administrative obligations still need review.
