EU and Great Britain
For the EU, Regulation (EC) No 1223/2009 requires a Responsible Person and Product Information File; the Commission identifies CPNP as the relevant notification portal. For Great Britain, GOV.UK says the Responsible Person must be UK established, keep product information and notify OPSS before the product is made available. Do not assume an EU submission automatically covers Great Britain.
United States
FDA’s import guidance explains that imported cosmetics must meet applicable US requirements. FDA also explains that cosmetic facility registration and product listing under MoCRA are not an approval program. Importers should distinguish customs documentation from product compliance evidence.
Canada
Health Canada states that all cosmetics sold in Canada must be notified and that manufacturers and importers notify within 10 days after first sale. Its import guidance notes that cosmetic imports may be refused where requirements are not met and that claims can change product classification.
