How Much Does EU Cosmetic Compliance Cost?

Quick Answer: There is no single EU cosmetic compliance price per product. The European Commission says CPNP notification itself is free of charge, but a brand may need to pay for safety assessment, testing, an EU Responsible Person, label work and document preparation. The actual budget depends on formulation, evidence already available and who performs each task. Request an itemised, product-specific quote before committing to a launch.

What is included in an EU cosmetic compliance budget?

For a cosmetic placed on the EU market, Regulation (EC) No 1223/2009 requires an EU-established Responsible Person (RP), a safety assessment and Cosmetic Product Safety Report (CPSR), a Product Information File (PIF), appropriate labelling and notification through the Cosmetic Products Notification Portal (CPNP). These are distinct obligations, not one purchasable certificate. A supplier quote that says “EU registration included” is incomplete unless it names the deliverables and accountable parties.

Start with the intended EU markets, exact formulation, product function, packaging and claims. A change in ingredients, fragrance, packaging or intended use can change the evidence needed. The RP and qualified safety assessor should determine what existing evidence can be used and what further work is needed.

Which official EU steps have no portal fee?

The European Commission states that CPNP is free of charge. A service provider may separately charge for collecting data, checking an entry or acting as RP. Ask it to label those as service fees, not an EU-government fee. CPNP is a notification system, not pre-market approval or a substitute for a CPSR.

Article 13 of the EU Cosmetics Regulation specifies information the RP must submit before placing a product on the market. Certain distributors also have notification duties in defined circumstances. There is no general fixed “approval charge” built into the CPNP portal.

What determines the cost of a CPSR and PIF?

The safety assessor needs a product-specific evidence base. Annex I of Regulation 1223/2009 defines CPSR information, including qualitative and quantitative composition, stability, microbiological quality, impurities, packaging material, normal and reasonably foreseeable use and exposure. The Commission’s CPSR guidelines explain the structure; they are a useful way to scope a quote, not a price schedule.

A PIF includes the CPSR and other material required by Article 11, such as a product description, manufacturing method and GMP statement, claim substantiation where justified and relevant animal-testing data. Confirm who compiles, holds and updates the file. An inexpensive initial quote can become expensive if critical raw-material or manufacturing records are missing.

How do EU requirements affect different business models?

Business arrangementLikely commercial questionRegulatory point to confirm
EU brand with third-party manufacturerWhich tests and records are included in the manufacturing quote? The EU-established RP remains identifiable and accountable.
Non-EU brand importing into the EUWho is appointed RP, and for which products? The importer may be RP unless another EU-established person is designated as permitted.
Private-label brandDoes an existing CPSR match the final formula, pack and claims?Do not assume one supplier report covers every branded variant.
Multiple EU destination marketsWho reviews language and local distribution details?EU-wide regulation applies, but required consumer information must be appropriate for each market.

A practical quote-comparison checklist

Ask each provider to identify: the final formula version; whether the CPSR is signed by a qualified assessor; which tests are included and their acceptance criteria; the PIF contents and holder; the named RP and duration of service; CPNP data entry and change control; label languages; and the treatment of revisions after a formula or packaging change. Distinguish one-time work from continuing RP or maintenance fees. Obtain an agreed change-order process so an unexpected evidence gap is visible early.

If a proposal promises a universal EU compliance certificate, guaranteed approval, or a fixed price without reviewing the product, ask for the legal basis and an itemised scope. The rules govern responsibilities and evidence; they do not publish a standard commercial price list. For the sequence of documents and duties, see our CPNP vs CPSR vs PIF guide and CPSR guide.

What can a cosmetic manufacturer provide?

A manufacturer may supply the INCI/formula information needed by authorised parties, specifications, COAs, SDSs where applicable, stability and microbiological reports, packaging-compatibility information, GMP-related records and batch documentation. The availability, format and permitted disclosure of each item should be agreed before production. The manufacturer does not automatically replace the EU RP or the safety assessor. Frequently asked questions

Is CPNP notification free?

Yes. The European Commission describes the CPNP portal as free of charge. Any preparation, RP or advisory fee is a separate commercial service.

Can I buy one certificate that covers all EU cosmetic compliance?

No single certificate replaces the product-specific safety assessment, PIF, RP, compliant labelling and applicable notification obligations.

Does one CPSR cover every shade, fragrance or pack size?

Do not assume so. The assessor and RP must evaluate whether the safety evidence covers the exact variants and packaging placed on the market.

Who should own the PIF?

Article 11 places PIF availability obligations on the RP. The contract should specify where the file is held, who supplies updates and how access is maintained.
