What Is CPNP Notification for Cosmetics?

Quick Answer: CPNP notification is the electronic submission of prescribed cosmetic product information to the European Commission through the Cosmetic Products Notification Portal. It connects a product’s identity, Responsible Person and formulation information with the authorities and poison centres that need that information. It is a notification obligation, not a certificate of product approval.

For a private label brand, understanding what CPNP records is useful before asking a manufacturer for a “European registration certificate.” This guide explains the purpose and limits of notification; it does not replace the product’s safety assessment or its wider EU compliance review.

Quick summary

  • CPNP is the Commission’s free online cosmetic notification system.
  • The Responsible Person submits the Article 13 information before placing the product on the EU market.
  • Notification supports market surveillance and medical treatment; safety, labelling and claims remain separate obligations.
  • Once notified through CPNP, the product does not need another national cosmetic notification within the EU.

What does CPNP mean for an EU cosmetic product?

The European Commission describes CPNP as the central notification system implementing Regulation (EC) No 1223/2009. Article 13 sets out the information to be submitted. The portal makes relevant records available electronically to competent authorities and poison centres or similar bodies. Its purpose is therefore practical: a product must be identifiable when an authority investigates it or when medical personnel need composition information.

CPNP concerns cosmetic products, rather than providing a blanket registration of a factory or a brand. A brand with several products should be able to connect each finished product and applicable variant to the relevant controlled record. An unrelated product’s notification provides no evidence about the item a buyer is sourcing.

Where does notification fit in the regulatory system?

EU compliance element Purpose Key distinction
CPNP notification Provide prescribed information to the Commission An information submission, not an approval certificate
Responsible Person Ensure the product meets the relevant regulatory duties An accountable EU-established person or entity
Cosmetic Product Safety Report Document the product-level safety assessment Prepared using the actual product evidence
Product Information File Keep the required product and compliance documentation accessible A maintained file, not merely a portal reference

The Commission’s legislation overview identifies all these as parts of the same system. Completing one does not remove the others. For the pre-sale requirement, see the guide to CPNP notification before selling cosmetics in Europe.

What information does the notification contain?

Article 13(1) covers the product category and identifying name or names; the Responsible Person’s name and address where the PIF is accessible; country of origin for imports; the Member State of first placement; a contact person; specified nanomaterial and CMR substance information; and formulation information for medical treatment. The exact information must reflect the product, rather than a generic catalogue description.

Article 13(2) also requires notification of the original labelling and, where reasonably legible, a photograph of the corresponding packaging when the product is placed on the market. A useful internal control is to connect those assets to the approved artwork version so that the record and the goods remain consistent.

Record element Buyer verification question Practical evidence
Product identity Does this record describe our exact product? Product name, category, formula and variant mapping
Responsible Person Who is accountable for this EU product? Verified identity, address and appointment where applicable
Formula information Does the submitted information match the released formula? Controlled technical specification and review history
Label and packaging Does the notified artwork match the supplied goods? Approved label file and packaging photograph
Changes Who updates affected notification information? Named owner and documented change-control process

Who is responsible for submitting it?

The Responsible Person carries the Article 13 pre-market submission duty. Article 4 identifies the relevant EU-established person, with specific rules for manufacturers, imported products and distributors. For an imported cosmetic, each importer is the default Responsible Person for the specific product it places on the market, unless it uses the permitted written designation of another EU-established person who accepts in writing.

A supplier or service provider may assist with gathering information. Buyers should still establish which entity has legal responsibility, who controls the record, and who will respond if the formula or label changes. A commercial promise to “handle registration” is too vague to answer those questions.

What does a CPNP record not prove?

A notification does not establish that every ingredient, claim, warning or test result has been approved by the Commission. Article 10 separately requires a safety assessment and CPSR before market placement; Article 11 requires the PIF. The manufacturer also needs GMP controls under Article 8. Buyers should assess the supporting documentation rather than treating a portal reference as proof of complete compliance.

It also does not prove that a manufacturer holds a particular voluntary certification or that all products in its range are covered. Avoid “EU approved” claims based only on notification. Keep the description precise: identify the product and the notification step actually completed.

Buyer checklist for evaluating notification evidence

  • Match the product name, formula version, variants and artwork to the goods ordered.
  • Identify the EU Responsible Person and confirm the PIF access arrangement.
  • Confirm that the required submission is complete, rather than an unfinished portal draft.
  • Request confirmation of the CPSR and the product’s wider compliance review separately.
  • Agree who will assess changes and update affected notification information without delay.
  • Check whether nanomaterials create an additional Article 16 obligation.

Frequently asked questions

Is CPNP free?

The Commission states that the portal is free of charge. A consultant may charge for its own preparation or regulatory services; those are distinct from a government portal fee.

Is another notification needed in every EU country?

The Commission says that a product notified in CPNP needs no further national notification within the EU. Destination-market labelling and other applicable duties still need attention.

Is CPNP a public product approval database?

The Commission lists access for competent authorities, poison centres, Responsible Persons and distributors. A buyer should obtain appropriate evidence from the accountable party rather than expect a public approval listing.

Does notification replace the PIF?

No. Article 11 requires the Responsible Person to keep the PIF and make it accessible to the competent authority. Notification and the file serve different purposes.

What happens when product information changes?

Article 13(7) requires the relevant Responsible Person or distributor to update changed information covered by paragraphs 1, 3 and 4 without delay. Review changes before releasing affected stock.

Plan the documentation handover before production

For an OEM/ODM project, define the formula, packaging and document handover with your manufacturer and Responsible Person early. MOOYAM’s cosmetic manufacturing team can discuss the production brief; product-specific regulatory responsibility and service scope should be agreed explicitly. Request evidence tied to the actual product rather than broad assurances.
